Training

Become an Energy Friendly Homes Program Contractor.

As part of an effort to improve energy efficiency for Portland households, the Energy Friendly Homes Program provides significant workforce development for residential home performance contractors in the Portland Metro area. Contractors with firsthand knowledge of and connection to PCEF priority populations, with a deep understanding of how to effectively engage with individuals from a variety of backgrounds, are encouraged to apply.

Benefits include:

Training on home energy retrofits.

Mentorship and on-the-job training support for contractors and workers.

Equipment grants for select contractors.

Direct client leads for whole-home, energy efficiency upgrades.

Contractor Qualification Criteria

Minimum requirements

Existing infrastructure to support whole-home energy upgrades or the ability and willingness to subcontract the work.

Building Performance Institute (BPI) Building Analyst Professional certification.

Adherence to PCEF Workforce and contractor guidance and wage requirements.

Licensing:

Maintain a valid/active Construction Contractors Board (CCB) license with the State of Oregon
Maintain a valid/current Lead-Based Paint Renovator (LBPR) license to work on homes built before 1978

Insurance:

Commercial general liability, $2,000,000 per occurrence. $1,000,000 will be accepted during the first year of enrollment
Additional insured endorsement, naming Evergreen Energy Partners
Workers’ compensation insurance, $500,000 each accident, $500,000 disease each employee, and $500,000 disease policy limit
Automobile liability insurance, $1,000,000 for each accident

Online Application

To Complete the online application, gather and submit all required documents and information.

Interview and Reference Check

Following the application, contractors will be contacted for an interview, and additional information may be requested, including project references.

Approval for Onboarding

If approved, the contractor will undergo a contractor onboarding with an Energy Specialist and Quality Assurance Provider.

We will review your application and set up an interview to better understand your business, qualifications, and what support may be needed prior to onboarding.

Three Projects and Evaluation With Energy Specialist

Full Participating Contractor

During the onboarding period, we will schedule meetings and trainings with you. You will meet your program support team (Client Navigators, Quality Assurance Providers, Energy Specialists, Project Coordinators) and get set-up in our systems, including Snugg Pro. Our Energy Specialists will also support and provide feedback on your first three home upgrades with the program. Once completed, you will be a full participating contractor and assigned project leads.
