Become an Energy Friendly Homes Program Contractor.

As part of an effort to improve energy efficiency for Portland households, the Energy Friendly Homes Program provides significant workforce development for residential home performance contractors in the Portland Metro area. Contractors with firsthand knowledge of and connection to PCEF priority populations, with a deep understanding of how to effectively engage with individuals from a variety of backgrounds, are encouraged to apply.

Minimum requirements

Existing infrastructure to support whole-home energy upgrades or the ability and willingness to subcontract the work.

Building Performance Institute (BPI) Building Analyst Professional certification.

Adherence to PCEF Workforce and Contractor Agreement and wage requirements.

Licensing:

  • Maintain a valid/active Construction Contractors Board(CCB) license with the State of Oregon
  • Maintain a valid/current Lead-Based Paint Renovator(LBPR) license to work on homes built before 1978

Insurance:

  • Commercial general liability, $2,000,000 per occurrence. $1,000,000 will be accepted during the first year of enrollment
  • Additional insured endorsement, naming Evergreen Energy Partners
  • Workers’ compensation insurance, $500,000 each accident, $500,000 disease each employee, and $500,000 disease policy limit
  • Automobile liability insurance, $1,000,000 for each accident

Contractor onboarding

Following the application, contractors will be contacted for an interview, and additional information may be requested, including project references.

If approved, the contractor will undergo a contractor onboarding with an Evergreen Energy Specialist and Burch Energy Quality Assurance Provider.

Onboarding includes training on Snugg Pro home-assessment software, wage and demographics reporting, Quality Assurance process, and invoicing requirements.

Training Opportunities

To ensure clients receive the full benefits of their home energy upgrades best suited for their homes, participating contractors will develop and maintain high levels of expertise in home energy performance as well as the energy-saving measures they are hired to install. Our staff will support the development and maintenance of technical expertise for program contractors by connecting them with technical trainings directly relevant to their work on the program.
